We started this initiative expecting to dig up a local contamination question, the way most towns in this network have one. Milton's public records told us something different. The Milton Water Department doesn't run its own wells or treatment plant at all — it buys 100% of its finished drinking water wholesale from the MWRA, which draws from the Quabbin Reservoir (412 billion gallons of storage) and Wachusett Reservoir (65 billion gallons), two of the most protected surface water supplies in the country. The MWRA's own recent system-wide testing has found combined PFAS6 at non-detect to trace levels, comfortably under Massachusetts' 20 parts-per-trillion standard, and its highest individual PFOA/PFOS readings to date — 1.99 ppt and 1.65 ppt at the Carroll plant — sit well under the federal 4 ppt limits for each.
That doesn't mean there's nothing to track. Milton's own distribution system is a separate question from the reservoir water itself, and it's where the Town's real, current work is happening: an active lead service line inventory and 2026 replacement program, plus a handful of decades-old federal compliance records in EPA's database that we're reporting honestly rather than glossing over. Lead in tap water is almost always a plumbing and service-line story, not a source-water story — which is exactly why it's the most relevant local water issue in a town whose regional source water tests as clean as Milton's does. The Town of Milton submitted its full service line inventory and replacement plan to MassDEP in October 2024, and is now running a funded construction program in 2026: replacing lead service lines at roughly 40 properties and completing about 500 test-pit inspections to verify lines still listed as "unknown" material.
Replacement happens at no cost to the homeowner where a line is confirmed lead, funded partly through a 25% grant from the MWRA's Lead Service Line Replacement Program plus 0% interest loans, with contractor E.B. Rotondi and a full-time onsite resident engineer from CDM Smith overseeing construction. Milton's own most recent tap sampling (September 2023) found lead at a 90th-percentile level of 6.6 ppb, well under the 15 ppb federal action level, though one of 20 individual samples read as high as 20.7 ppb — a reminder that system-wide averages don't always reflect any one household's plumbing. Long before there was a federal PFAS rule, there was a Massachusetts one. In October 2020, MassDEP finalized an enforceable drinking water standard — a Maximum Contaminant Level, or MCL — of 20 parts per trillion for the combined total of six PFAS compounds, a grouping the state calls "PFAS6": PFOS, PFOA, PFHxS, PFNA, PFHpA, and PFDA.
At the time, this made Massachusetts one of a small number of states with any enforceable PFAS standard at all. For Milton, which buys its water wholesale from the MWRA, this is the exact standard the regional system's combined PFAS6 results have consistently stayed well under — non-detect to trace levels in recent testing rounds.

Until April 2024, there was no federal limit on PFAS in drinking water at all — only the Massachusetts state standard set in 2020. That changed when EPA finalized its National Primary Drinking Water Regulation (NPDWR) for PFAS: the first time PFAS compounds have been individually, enforceably regulated at the federal level.
The rule set limits of 4 parts per trillion (ppt) each for PFOA and PFOS, 10 ppt each for three additional compounds (PFHxS, PFNA, and HFPO-DA), and a combined "Hazard Index" limit for mixtures of those plus PFBS. Water systems nationwide were given until 2027 to complete initial monitoring and until 2029 to come into full compliance.
For Milton, the relevant data point is the MWRA's own Carroll treatment plant sampling from October 2023, which found PFOA at 1.99 ppt and PFOS at 1.65 ppt — the highest readings reported at that plant to date, and still comfortably under the new 4 ppt individual limits. It's a genuinely reassuring number, not a close call dressed up to sound reassuring.

On May 18, 2026, EPA announced two proposals affecting the federal PFAS rule described above. The first would let water systems request a two-year extension — from 2029 to 2031 — to comply with the enforceable limits for PFOA and PFOS. The second would rescind the individual limits for three other PFAS compounds (PFHxS, PFNA, and HFPO-DA/GenX) and the combined Hazard Index limit for mixtures of those plus PFBS.
What doesn't change: the 4 ppt limits for PFOA and PFOS individually aren't part of either rescission proposal. For a regional system like the MWRA's, whose highest PFOA/PFOS readings to date are already well under that 4 ppt threshold, this rulemaking mostly affects compliance paperwork timelines rather than anything that would change what's actually coming out of Milton taps.
EPA held a virtual public hearing on July 7, 2026, and the combined comment dockets closed yesterday, July 20, 2026, with more than 15,000 comments submitted. As of today, neither proposal has been finalized; EPA has said it intends to act before the end of 2026. Treat the 2024 rule as the current legal baseline until EPA actually finalizes a change, and check back here as that process plays out.
